Context & rationale

Despite multiple initiatives, many youth leaders and coordinators still struggle with limited information on active programs, unclear eligibility pathways, weak connections to employers, and fragmented support mechanisms. As a result, opportunities may exist but remain inaccessible to many young people—especially outside major urban centers.
Axis 3 highlights the Special Plan for the Promotion of Youth Employment as a mobilizing framework that helps organize youth networks around employment and insertion opportunities.
