Axis 1 recognizes that education is the cornerstone of youth empowerment. It is not limited to classroom learning; it also includes the formation of character, values, and civic habits that enable young people to live responsibly and contribute meaningfully to society. Through this axis, education becomes a national investment in stability, productivity and social cohesion.
The axis promotes a balanced approach combining civic education, moral rearmament, leadership formation and skills development. It encourages practical competencies—communication, teamwork, critical thinking, digital literacy, and problem-solving—while nurturing patriotism, respect for institutions, and commitment to public good. By reinforcing these dimensions, the axis helps youth resist manipulation, misinformation and harmful social behaviors, and strengthens their capacity to participate constructively in public life.
Axis 1 also advances national integration and living together. By bringing youth from diverse backgrounds into shared learning and service experiences, it strengthens unity, tolerance, and mutual understanding. Volunteerism and community engagement are promoted as pathways to leadership and social responsibility, helping youth learn by doing and building confidence through tangible contributions.
Ultimately, Axis 1 creates enabling conditions for the success of other axes. A youth that is educated, value-driven, competent and socially engaged is better prepared for employability, entrepreneurship, peace building, and effective participation in governance. Context & rationale
Cameroon’s youth represents a major demographic and strategic asset for national stability, peace, and sustainable development. Yet, the country continues to face challenges linked to unemployment, skills mismatch, declining civic values, vulnerability to misinformation, and insufficient youth participation in decision-making. These realities make it essential to invest in education and training that goes beyond academic learning to include civic responsibility, moral values, and practical competencies.
Axis 1 positions education and training as a comprehensive process that shapes knowledge, skills, and attitudes. It emphasizes civic education, leadership formation, ethical conduct, patriotism, and national integration—alongside employability skills and modern competencies such as digital literacy, critical thinking, communication, and teamwork. By reinforcing these dimensions, the axis strengthens youth agency and prepares young people to be productive, resilient, and constructive actors in their communities.
This axis also responds to the need for inclusive, accessible learning pathways. It recognizes that youth development happens through formal education, technical and vocational training, community learning, mentoring, volunteering and public civic programs. It therefore promotes coordinated interventions that support youth leadership structures, coordinators, and youth networks across the national territory, including the diaspora.
